During the Union of Latin American Parties (UPLA) 2023 General Assembly in Asuncion, Paraguay, Antonio Garrastazu, Senior Director for the Latin America and Caribbean Division at CEPPS core partner the International Republican Institute, shared invaluable insights on the pressing issues confronting the region.
Under the theme “Global Opportunities and Risks for Our Region,” he highlighted critical challenges such as transnational crime, migration crises, the growing presence of autocratic regimes, and the influence of foreign authoritarian powers, notably China and Russia. In his remarks, Garrastazu underscored the importance of building consensus and supporting civil society as essential steps towards fostering democratic governance in the region.
