Jerry Lavery
Technical Director

Jerry Lavery is the technical director of the Consortium for Elections and Political Process Strengthening (CEPPS), which currently holds the Global Elections and Political Transitions leader with associates award from the United States Agency for International Development (USAID). Dr. Lavery has extensive experience providing programmatic and policy guidance stemming from nearly 20 years of work building democratic processes and institutions.

Immediately prior to becoming technical director, he was a democracy fellow in the Office of Policy at USAID, where he provided a democracy, human rights and governance (DRG) perspective on policy priorities, led assessments to USAID Missions, convened internal working groups and engaged with external stakeholders. In this role, he served as primary point of contact for implementation of USAID’S Closed Spaces Guidance and co-led an internal DRG Trends 2025 working group, which tracked key trends affecting the DRG sector.

Prior to joining USAID, Lavery worked at the National Democratic Institute and Chemonics, where he designed, managed and implemented a diverse portfolio of DRG programming in sub-Saharan Africa. He has a Ph.D. in Comparative Politics from Michigan State University.
